L4 and L5 are about 1AU away (approx. 8 light minutes).  Throw in a TCP-like protocol and comms become slooow.

Bringing the station a lot closer, as in to L1, and using a prefetching web protocol like Timo suggests over something akin to UDP would be the best solution imo.
