There's certainly a case to be made that magic words should be
processed first, in which case BAhE+BU is a letteral. On the other
hand, things tend to bind left-to-right (UI mark things to the left,
but don't actually bind with them); if magic words are not handled
first, then BAhE+BU ought to be emphasizing the BU.
I don't believe there is an official answer to this, but I'm in favor
of magic words first, then left to right. That is, ba'ebu is a
letteral, zoi si uses si as a delimiter (this part is unamibiguously
and I believe officially correct; magic words go left to right), and
ba'e pe'a emphasizes the figurativeness.
