I see now that my proposal requires BAhE to be like Y--that is a
meta-rule for magic words processing.

Other that a statement I insufficiently understand on the Magic
Words page, I believe your comment here matches both the PEG parser
and the Magic Words page.  That's certainly good enough for me, I'll
add a clarifying note to the Magic Words page and consider myself
satisfied with the current behavior.
