If there were dozens of people playing, sure; given historical
participation it Lojban-heavy activities, I expect most rounds to
end after two or three rules because no-one is playing further.

Good lord *why*?  What a waste of a fun fantasy rule!  Why not
instead something interesting like {ro javni cu bilga vasru zo
blanu}?  :)
