My suggestion here is to let {la} behave the way that the local culture
has it behave, whereas {lo} behaves according to tanru shape. For
example I would say {lo kok bruna} for "The Koch brothers", {la deivid
kok} for "David Koch" among most Westerners, and {la kok deivid} for
"David Koch" among Eastern cultures.

I don't think that's necessary. If you interpret {.kok.deivid.} as a parallel tanru, then it doesn't matter in which order you put the parts:

la .david.kok. cu ge .kok. gi .deivid.
"David Koch is both a Koch and a David."

So you can change the order depending on your preference or depending on what might be more easily understood by certain cultures.
