No, the first ba'e unspecified sumti of the sub-clause is assumed to be {ke'a}.

"Like any sumti, "ke'a" can be omitted. The usual presumption in that case is that it then falls into the x1 place:" Example 1.7 on page 170.

In {tu poi le mlatu pu lacpu cu ratcu} the first place of {lacpu} is already filled. It is filled with {le mlatu}. Thus we search somewhere else where {ke'a} can be omitted. It's reasonable to assume that it is omitted from the second place.

In fact in most cases the first unfilled place is where you put omitted {ke'a}.
