Prefect WAS in quotes, so I'm fairly certain the author was aware that actual objective perfection is not possible and was not what was meant.

That's impossible since perfect languages don't exist. If one could make English definitions perfect then English could be immediately called a perfect language abandoning any need in any other languages.
