Another explanation could be as follows:
A NOI clause can be attached only to sumti. It cannot be attached to {pamoi
le'i dotco prenu}, because that is (a part of bridi), and not (a
sumti).

{do pamoi le'i dotco prenu gi'e se penmi mi}
