That comes out as:

"x1 knows that (something) is a method for x2 to be brought about"

Yes. "x1 knows how (that something is a method) to do x2"

There is arguably a difference in knowing the method for doing something, & actually knowing how to do it, i.e., how to implement the method. It may be too slim a difference to matter.

As far as I'm concerned, it is too slim, especially as I've no idea of a better way to say "how", than "a method for".
