That comes out as:

"x1 knows that (something) is a method for x2 to be brought about"

Yes. "x1 knows how (that something is a method) to do x2"

There is arguably a difference in knowing the method for doing something, & actually knowing how to do it, i.e., how to implement the method. It may be too slim a difference to matter.

How about {tersadju'o}? If you know {lo te snada be da}, you know how to theoretically bring about {da}, if not necessarily with a success.
