Uhhh... dunno. Home schooling probably works, groups of parents would
need approval/certification.

Well, shit. Why is it out that far? Also, wouldn't it hit the orbital
commsats instead of hitting geofixed towers? Perhaps some orbital
cache system that allows faster access, but the node itself must
update for the ONC to get what Terra has? Follow?
