As with any lujvo, the meaning would have to be looked up in the dictionary. The form is available, but that doesn't mean it will be used.

No, If there is no pause between "paris" and "rom" it must be written "parisrom". If it is written "paris rom" then the pause between them is obligatory, whether or not a dot is written.
