How about:

"When tagging a sumti, the sumti specifies that the event is oriented toward the location of the sumti."

Likewise, for {to'o}, "When tagging a sumti, the event is oriented away
from that sumti."

Or:

"When tagging a sumti, the sumti specifies that the event is oriented away from the location of the sumti." 

But feel free to suggest something else.

Those both worth very well, although I'd probably s/the sumti specifies that//. So just ""When tagging a sumti, the event is oriented toward the location of the sumti." I'd be fine either way, though.
