{tibu} is a perfectly good lerfu. I have no idea what it could be used
for though. In any case, it can't go directly in front of {re'u}, but
something like {pa tibu re'u} is grammatical, even if we never
considered what it could mean. (I think numbers should consist
of PA only, for different reasons, but that's yet anoher matter.)

No, {la CMENE} does not (cannot in fact) take a terminator.
(I would rather CMENE behaved just like BRIVLA
syntactically in every respect, but currently they don't.)
