At the time Lojban separated from Loglan,   Loglan was written without casing and punctuation. The introduction of casing and punctuation in Loglan originated with the book written by Alex Leith, who became CEO of the Loglan Institute when JCB decided to retire to tackle other interests.  JCB was somewhat opposed to this, but eventually accepted, provided that the text could be unambiguously converted to the original version accepted by the parser.
	On another point,  my recollection is that the separation arose because JCB insisted that anything published under the name Loglan should receive his approval before publication, which a group in Washington studying Loglan found too restrictive. To ensure this, he declared that the vocabulary was under copyright.  At the time, he considered Loglan to still be in a development phase of which he wanted to have complete control.
