That irregular scope rule for na as selbri tcita (i.e. without ku) was 
explicitly stated to allow for "natural language negation" which pc 
identified as being NOT consistent in scope with standard negation, but 
pretty much universal in natural language (pc extensively reviewed The 
Natural History of Negation as source for this claim.)

Perhaps we should have considered a different cmavo for natural language 
negation, but the analysis was a late backfit on the already completed 
design, and there was too much historical usage of na for the 
non-logical negation.
